Personal check payment is welcomed.The Iraqi Civil Defense Corps (ICDC) was an Iraqi armed formation created by the Coalition Provisional Authority (CPA) which existed in 2003–2004. The ICDC was controlled by Combined Joint Task Force 7.[1] The idea originated from the 101st Airborne Division as a means of using unemployed former Iraqi military personnel and tribal militias to supplement the scarce U.S. military footprint. CPA Order Number 28 of September 3, 2003 established this temporary security and emergency service agency for Iraq to complement operations conducted by Coalition military forces in Iraq. The ICDC was tasked with the following missions: joint patrolling with Coalition Forces; fixed site security; route security; natural disaster aid, and general assistance. The ICDC was composed of 15,000 men divided into 18 battalions of 846 men. Members of the ICDC had solid brown uniforms and baseball-type caps in red, blue, and black with ICDC in block letters. They were armed with Kalashnikov assault rifles and were equipped with jeeps and trucks (2 jeeps and 12 trucks per battalion). They were hired under a one-year renewable contract and trained by individual area-holding divisions in different ways. As of mid-October 2003 more than 6,000 members of ICDC were employed. About 4,700 trained soldiers were employed by 25 October 2003, said the American Forces Press Service. "Over the next year [from May 2003], a series of adjustments, culminating in a strategic review undertaken in mid-2004 by the Commanding General, Multi-National Security Transition Command – Iraq and U.S. Chief of Mission ..expanded the end-strength to 62 battalions." After a July and August formal required troops to task assessment, it was decided that the ICDC, to be renamed the Iraqi National Guard, would add 20 battalions, for a total of 65.[8] The ICDC "performed disastrously during the April 2004 uprisings, when almost half its personnel deserted." (Hard Lessons) Under CPA Order Number 73 of 22 April 2004, all personnel, facilities and equipment of the ICDC were transferred to the Iraqi Ministry of Defence as a component of the Iraqi Armed Forces. "On 20 June 2004, with the concurrence of the Iraqi Interim Government, the ICDC was redesignated as the Iraqi National Guard (ING)." "As the ICDC transitioned to the ING, US military units were ordered to expand their efforts to train and equip the new ING forces. The 1st Infantry Division and the 1st Cavalry Division in particular devoted a significant amount of resources to establishing these units. In the city of Tikrit, units of the 1st ID designed a 3-week course that included training on rifle marksmanship, conduct of traffic checkpoints, map reading, basic drill, and first aid. The ING soldiers continued to improve their skills as they conducted joint missions with Coalition forces. Iraqi Colonel Shaker Faris Al Azawi, commander of the 203d ING Battalion, commented, “Our relationship with the Coalition forces is very good. They give us ammunition, supplies, vehicles, and experience, and the training they’ve given us is very important. Because of it, we’re operating at a very high level.” In addition to providing training to the ING, the 1st ID, with support from Multi-National Security Transition Command – Iraq’s nascent logistics structure," provided "equipment to the new ING units."Blackwater USA was formed in 1997, by Al Clark and Erik Prince in North Carolina, to provide training support to military and law enforcement organizations. In explaining Blackwater's purpose, Prince stated: "We are trying to do for the national security apparatus what FedEx did for the Postal Service". After working with SEAL and SWAT teams, Blackwater USA received its first government contract after the bombing of the USS Cole off of the coast of Yemen in October 2000. After winning the bid on the contract, Jamie Smith ran the program at Blackwater that trained over 100,000 sailors. Prince purchased approximately 7,000 acres (28 km2) of the Great Dismal Swamp, a vast swamp on the North Carolina–Virginia border that is now mostly a national wildlife refuge, from Dow Jones executive Sean Trotter. "We needed 3,000 acres to make it safe," Prince told reporter Robert Young Pelton. There, he created his private training facility and his contracting company, Blackwater, which he named for the peat-colored water of the swamp. The Blackwater Lodge and Training Center officially opened on May 15, 1998, with a 6,000-acre facility and cost $6.5 million. The training facility comprises several ranges: indoor, outdoor, urban reproductions; an artificial lake; and a driving track in Camden and Currituck counties. The company says it is the largest training facility in the country. The concept was not a financial success and was kept financially solvent by sales from sister company Blackwater Target Systems. Jeremy Scahill has claimed that Blackwater Security Company (BSC) was the brainchild of Jamie Smith, a former CIA officer who became Vice President of Blackwater USA and the Founding Director of Blackwater Security Company, holding both positions simultaneously. However, this claim is denied by Prince and Blackwater executive Gary Jackson who describe firing Smith from his position as a low-level administrator for "non-performance" after a 30-day contract. Additionally, Smith has been accused of further embellishing his military and contracting record to defraud investors at SCG International Risk. BSC's first assignment was to provide 20 men with top secret clearance to protect the CIA headquarters and another base that was responsible for hunting Osama bin Laden. Blackwater was one of several private security firms employed following the U.S. invasion of Afghanistan. BSC was originally formed as a Delaware LLC and was one of over 60 private security firms employed during the Iraq War to guard officials and installations, train Iraq's new army and police, and provide other support for coalition forces. Smith left Blackwater to start his own firm, SCG International Risk, in 2003. Blackwater was also hired during the aftermath of Hurricane Katrina by the United States Department of Homeland Security to protect government facilities, as well as by private clients, including communications, petrochemical, and insurance companies. Overall, the company received over US$1 billion in U.S. government contracts. The company consisted of nine divisions and a subsidiary, Blackwater Vehicles. Paul Bremer escorted by Blackwater Security guards In August 2003, Blackwater received its first Iraq contract, a $21 million contract for a Personal Security Detachment and two helicopters for Paul Bremer, head of the U.S. occupation in Iraq. In July 2004, Blackwater was hired by the U.S. State Department under the Bureau of Diplomatic Security's Worldwide Personal Protective Services (WPPS) umbrella contract, along with DynCorp International and Triple Canopy, Inc. for the purpose of providing protective services in Iraq, Afghanistan, Bosnia, and Israel.[24] The contract applied for two years and expired on June 6, 2006. It authorized 482 personnel, and Blackwater received $488m for its work.[25] On September 1, 2005, following Hurricane Katrina, Blackwater dispatched a rescue team and helicopter, free of charge, to support relief operations.[26]Blackwater moved about 200 personnel into the area impacted by Hurricane Katrina, most of whom (164 employees) were working under a contract with the Federal Protective Service to protect government facilities, but the company held contracts with private clients as well. Blackwater's presence after Katrina cost the federal government $240,000 per day. In May 2006, the U.S. State Department awarded WPPS II, the successor to its previous diplomatic security contract. Under this contract, the State Department awarded Blackwater, along with Triple Canopy and DynCorp, a contract for diplomatic security in Iraq. Under this contract, Blackwater was authorized to have 1,020 staff in Iraq. Blackwater's responsibilities included the United States embassy in Iraq. At the time it was a privately held company and published limited information about internal affairs. The U.S. Department of State’s Bureau of Diplomatic Security – Worldwide Protective Services (WPS) contract hires armed bodyguards and security for American diplomatic personnel worldwide. That means a combination of personal protective (bodyguard), static guard (facilities and checkpoints), and emergency response security (fan looks hit…) services.
